Jessica Heimuli
General Manager | Tongan
Jessica Heimuli is an experienced Pasifika leader, leading the organisation into its next chapter of growth, development and impact.
With several years of leadership experience across the health, disability and non-profit sectors, Jessica has held senior management roles including Operations Manager and District Manager for Waitematā. In these roles, she provided leadership across mental health, addictions, recovery, youth justice, forensic and community-based disability services.
Jessica’s leadership is focused on strengthening organisational capability, improving service delivery and system performance, and driving sustainable growth. She brings a data-informed and outcomes-focused approach, with a strong commitment to achieving better outcomes for Elderly and Pasifika communities.
She is passionate about building strong organisational foundations, developing people and partnerships, and positioning TOA Pacific for long-term impact and sustainability while remaining deeply connected to the communities it serves.
Jessica is a Certified Internal Auditor and holds a Master of Management with Distinction, alongside a range of professional and academic qualifications.
