Jessica Heimuli
Jessica Heimuli is an experienced Pasifika leader, guiding TOA Pacific through a pivotal phase of strategic growth and community impact.
Her career spans the health, disability and non profit sectors. She has held senior roles as Operations Manager and District Manager, leading complex service portfolios across the Waitematā region, including Mental Health and Addictions, Forensic Step Down, Youth Respite and Disability.
At TOA Pacific, Jessica's focus is on strengthening organisational health, improving service delivery and building sustainable infrastructure for the long term. She works in a data informed, results oriented way, grounded in a clear purpose: improving the lives of Pasifika elderly and the families and communities around them. Amongst other academic and professional credentials, Jessica holds a Master of Management with Distinction and is a Certified Internal Auditor (CQIA).

Jessica Heimuli is an experienced Pasifika leader , leading the organisation into its next chapter of growth, development and impact. With several years of leadership experience across the health, disability and non-profit sectors, Jessica has held senior management roles including Operations Manager and District Manager for Waitematā. In these roles, she provided leadership across mental health, addictions, recovery, youth justice, forensic and community-based disability services. Jessica’s leadership is focused on strengthening organisational capability, improving service delivery and system performance, and driving sustainable growth. She brings a data-informed and outcomes-focused approach, with a strong commitment to achieving better outcomes for Elderly and Pasifika communities. She is passionate about building strong organisational foundations, developing people and partnerships, and positioning TOA Pacific for long-term impact and sustainability while remaining deeply connected to the communities it serves. Jessica is a Certified Internal Auditor (CQIA) and holds a Master of Management with Distinction, alongside a range of professional and academic qualifications.
Maddi Schmidt
Operations Lead | Samoan
Maddi Schmidt is passionate about serving her community of South Auckland in Social Health and Wellbeing. With over fifteen years experience in Not for Profit, Community Health and Community Development sector. Sound experience in frontline, team leadership and operations management roles.
Maddi Schmidt brings strong interest and practice in contract management, service delivery, staff supervision, quality assurance, process improvement, health and safety, communications and stakeholder relationships. Amongst other professional credentials, Maddi Schmidt holds a Bachelor in Applied Management with Distinction.
